But instead of wasting the money, the government decided to save the surplus wealth into a sovereign fund. The pension fund was established to make sure their future residents are secure. The author calls the residents "paper" millionaires because they don't actually have the money, the government has the money. I think our country doesn't have such a fund because our country is so far in debt that any extra money should go to pay back the debt.
